For creating hdr output with the nvenc encoder, you have to use hevc (h.265) as encoder instead of h.264, and at least a 6th Gen Nvenc (GTX 10x0 and above).

This will see if your system is properly set up. The first one checks the current system encoding/decoding capability for Nvidia. The second is to see what packages are installed. The third sees if ffmpeg is capable of using nvenc. That right there is likely your problem.
