For rifles specifically, it's redundant with Primed Cryo Rounds: you usually want PCR for damage anyway, so you're better off using another element as your Kuva base. Cold basically locks you into using Viral, and you have to either use two mod slots for it anyway or else lose out on that extra Primed mod damage.
