In my experience the only S-tier skills were Teleportation, Nether Swap, Adrenaline, Skin Graft, and probably Tactical Retreat. Those are skills that are universally useful regardless of class, role, race, etc. A-tier would be skills that are amazing for your class or role. You build your character around them.
For extra OP, Use Elves or Fane: anything that give you extra AP is amazing due to the high power of a lone wolf. On that note, skills like Executioner/Pawn or adrenaline are also fantastic. Archers are good, as the others mentioned.
